I agonised over this one; there is a painfully similar species in Erythrodiplax kimminsi (Chalk-marked Dragonlet). The latter “is larger” but size difference is of little help when faced with a single image. Both species have a dark patch at the hindwing root, surrounded by a chalky-white border. In E. andagoya the dark patch is said to be smaller and the chalky border is narrower. Yet more relative differences. Bon chance or buena suerte, as they say in Spanish.
My id of this, my only example, was confirmed by iNaturalist.
Another aside: Andagoya is a village in Columbia which I presume is where this character derives its name.
